when trying to install 98SE 'over the top' of [it was either ME or a '98.. but it doesn't boot] i was greeted with "message SU0013" error.. message reads..
"Setup could not create files on your startup drive and cannot set up Windows. If you have HPFS or Windows NT file system, you must create an MS-DOS boot partition. If you have LANtastic server or SuperStor compression, disable it before running Setup. See SETUP.TXT on Setup Disk 1 or the Windows CD-ROM." i was running it from DOS already (ME startup disk).. its FAT32.. but i ran it as a non-boot drive alongside one which was running XP, and i decided to defragg it.. i think this is likely the problem and as it compressed some stuff after defragging? so how do u 'un-do' the compression, or, is it something totally different? |

Disconnect the XP drive and try again. Sounds like it's being controlled by the XP bootloader.

You can try:
1) leave the XP drive disconnected 2) boot with your Windows 9x CD "start computer with CD-rom support" 3) for the drive containing Win9x, use the "fdisk/mbr" command IF you aren't using Partition Magic, or any drive-overlay software. 4) Reboot. (same as #2) 5) use the Change Directory command to get to the Windows folder. "cd C:\Windows" (without the quotes) 5) rename the win.com file. "rename win.com win.old" (again without the quotes) 6) if you've copied the \Win98 .cabs to a folder on your Win9x hard drive, use the Change Directory command again to switch to that directory (directory=folder) 7) run setup again. When you're done, you should have a working Win9x, but you'll likely have to restore the XP bootloader. The XP bootloader, by the way, is Always on the first part of the first hard drive in the system, even if that happens to be a Win9x drive. You have a few options for this, one is to boot from the XP CD and run a repair reinstallation, or to use tools for fixing the boot files from the Recovery Console (you'll have the XP drive reconnected since after your reinstall of Win9x for this, of course). Best of luck . . . Gary [P.S. ...when reinstalling Win9x, during the reinstall - if Setup asks to install to C:\Windows.000, choose "Other" instead, and type C:\Windows --or you'll end up with two Win9x installations instead of one. And disable any Bios Antivirus during the reinstall, and reenable after. For the full reinstall details, you can review http://forum.pcmech.com/showthread.php?t=70846 ] [P.S. #2 ... I don't think your defrag should have hurt anything. Rest easy on that.] Last edited by GaryRouth; 04-04-2005 at 03:16 AM. |

^didn't work...
if this helps diagnose the problem.. right after running the setup program (still in DOS) it says; "This version of Microsoft Scandisk will work only with MS-DOS versions 5.0 and later. Setup found a compressed volume or disk-cache utility on your computer. Quit Setup and check your compressed volume with your disk compresssion software or remove the disk-caching utility. Then run Setup again. If you have already done so, press ESC".. it was from a winME startup disk so the MSDOS is def up to date thats wrong/irrelivant i guess.. anyway i had already scanned the drive so i continued from there.. "you'll likely have to restore the XP bootloader. The XP bootloader, by the way, is Always on the first part of the first hard drive in the system, even if that happens to be a Win9x drive." i learned this the ugly way some time ago.. the XP drive was always the first drive when connected.. |

Did you by any chance run disk cleanup on the drive from XP? If so, it compressed old files and that's your problem.

SU0013
Error SU0013 Setup could not create files on your startup drive and cannot set up Windows. If you have HPFS or Windows NT file system, you must create an MS-DOS boot partition. If you have LANtastic server or SuperStor compression, disable it before running Setup. See SETUP.TXT on Setup Disk 1 or the Windows CD-ROM. You may receive this error message if you install Windows 95 over Windows 95 OSR2 and you are using the FAT32 file system on your hard disk. You may also receive this error message if you are running EZ Drive and you have the Floppy Boot Protection option enabled in EZ Drive. To resolve this behavior, disable the Floppy Boot Protection option in EZ Drive. um.. thanks.. i'm not sure u read the whole posts as what u posted doesnt really apply to the problem i had..
glc?.. edit: it had only got an extended DOS partition not a primary partition.. so even a windows format didn't help, i had to do format c: it in DOS to (hopefully) get it to work Last edited by mb26; 04-06-2005 at 02:59 PM. |

I read everything you said - and NOW you say that it was an extended partition. That definitely explains it now. You are going to have to fdisk it if the XP drive is disconnected, you have to have a primary partition somewhere for the boot files.

if you created the Fat32 partition with Windows XP and formatted it, you won't be able to install a previous operating system on it, such as Windows 98 or Windows ME (2000 will work fine) you will need to fdisk and delete the Fat32 partition and create a new one and format it using the Windows ME start-up disk, make sure you backup anything on there first
