temp files-which to delete?

Started getting lots of popup windows in IE (poker, virus software, etc). Tracked one down to my Temp Files in my Local Settings folder. I deleted the files that showed those annoying popups, but I notice the Temp and Internet Temp folders are HUGE. Can the files in these 2 folders be deleted without worry? Also, how does one start their computer in SAFE MODE? Thanks.

Start in SAFE Mode by tapping the F8 key once the splash screen is visible, usually when the message is displayed to access the Set Up. Delete the IE Temp files from within Tools of IE toolbar. Check the box to delete "off line" files too. Delete your Temp files as well as several other areas that can be cleaned by using Disk Cleanup.
