Computer freezeing on startup and shutdown.

I am running Windows XP Pro on a computer I just recently built. The computer will freeze when it says "Windows is starting up..." and
"Windows is shutting down...". I just reformatted 10 minutes ago and it is still giving me the same problem. It also boots up fine in safe mode. Anyone know what is causing this to happen?

Has this machine ever run correctly or have you been having problems since the very first build.?
At this point I would be inclined to run some diagnostics, go to the hard drive manufacturers website and download the diagnostic utility, you usually have to unpackage the utility on to a floppy and then boot the machine with the floppy in the drive, do the same for the memory using memtest86.
You can get memtest86 here http://www.memtest.org/ scroll to the bottom of the page and download the floppy version.

I prefere recommending microsoft's memory test, it's very simple for use you can download it HERE !!!

Did you reformat and reinstall XP with any USB devices or any other peripherals connected? This can cause issues.
