Go to start menu>search type in .cpl and click search all those that appear are the icons in your control panel. Then look for one named ''inetcpl'' without quotes should be the name of it, if you find this one you can double click it and if it opens internet options you know thats the one. Now look to see if theres another one like it(copy of inetcpl)or similar and delete it then go into your control panel if your already in there hit f5 to refresh and it should be gone.
