Can you please explain what do you mean by " I cannot boot past the sign in point"?.

Did you change any settings in the startup?

If you can boot into safemode we can assume it's a software problem.
Enter in safemode,START-RUN,type msconfig.
Once the screen comes up,click on services,THIS is important, you'll see a checkbox with "hide all microsoft services" check this box,if you don't,plug and play is stopped and you'll have to reactivate XP,not the end of the world, but a hassle..
Click okay, once the box is checked, and uncheck the programs running, reboot and see if it will boot, beware it may take much longer than usual ,so wait once you've sined in.
If it boots,it means you'll have to uninstall the software that was running, usually the anti virus program(pccillin, per chance?)

Was the system overclocked when you installed XP and other programs?
I would start again, make sure the new drive is good, download the diagnostic software from the manufacturer and run it(it usually will extract to a floppy and make a bootable floppy).
Make sure the drive is jumpered correctly and the ribbon is installed properly.
Let the drive run for 1/2 hour without installing anything, have the system set to normal settings(not overclocked).
Have XP reformat the drive and install itself,if you partition the drive, format the 2nd partition after XP is installed and you can boot into it(control panel-administrative tools).
Make sure all installation cds are clean and install programs with sytem at normal settings.
Once everything is installed and running smoothly, then overclock.
