The creator of a PDF has the ability to "block" printing as part of the security features in the document. You may have to contact the person who generated the pdf in order to print, or they may have a specific purpose for the blocking of the printing (i.e. controlled document or time sensitive information).

Your pdf file might have some security setting preventing printing, or you might miss fonts to printing it. Check under file/document properties/security if printing is allowed or not, otherwise try to print from web page.
To check this open document under document tab click security there you will be able to check status of document!!
