wacked desktop ?!?!

Did a repair/reinstall of XP (as advised by Dell). White box now appears in my opening desktop, no matter what design or pic I replace it with. Dell now advises to do a complete reinstall-something I don't want to do unless completely necessary. Here's what I see happening: When I restart from a true OFF, I notice somethings load before the white box appears. When I add a new user to the computer, there is no white box. I am now suspecting one or more of my startup programs needs to be reinstalled. In my old MAC days, I used a Startup Manager pgm to let me choose which programs to start and which not to. Is there something in XP similar to that (but without all the confusing windows bits and pieces that must also start. Can I get a true list of which pgms are starting up? Thanks.
