Out of luck this time: can't format , OS STOP issues

So I am trying to reformat a HD and no matter what I try it gets to 1 percetn formatted and stops. First question, does anyone know of a good formatting utitity that works when Windows doesn't? Hopefully a combo boot disk [for NTFS] and formatting program that works where windows doesn't.

Second, I tried paritioning the HD and got a "quick format" done. I installed Windows and got the STOP error i normally do wihen I run an new install. However, the STOP error happens all the time, Just before the Windows desktop appears. Could the STOP error have anything to do with the quick format?

Finally, on my primary drive, all thiis messing around has got it taking me to a OS loading menu that now has three choices of menus. Anyway to fix this.

I spend huurs checking the net on this, doing reinstalls, trying boot utilities, ect... to no avail. Any help would be appreciated.

If you are using Win XP try to load recovery cosole then when there type help hit enter you will get screen with commands witch you can use first use FIXMBR, then CHKDSK /F, then use FORMAT and I think everything will work this time to format partition using NTFS type FORMAT C: /Q /FS:NTFS !!!
If you prefere to use tird party software try Partition Magic!!!

Hey, I found a nice little utlity by Maxtor called Powermax. It does a detailed esam of the HD and also will write 0s across the boot sector or the whole drive to get rid of any boot virus or just to make the drive easy for Windows to format.
