HP computer won't shut down.

I have a friend with a HP computer running Windows 98 that when you go to Start, Shut Down......it always restarts. Does anyone know why? I am wondering if she needs to log off of microsoft network (even though she doesn't have a network) first before she trys to shut down.

When she starts up she enters a password into some sort of microsoft network window.

Check the bios settings for something like "wake on lan".
