Small Business server user CAL's?????????

i recently purchased the microsoft small business server 2003 std edition with 5 cals. my question is how do i set them up on the server so they are user cals. getting ready to start a company up, and our business requires us to be out of the office most of the time. so we need the mobility but yet still being able to log in to the server to check email, download files, etc.

i have already activated the server operating system. now i just need to know how to set up the CAL's for all the users, instead of through devices, eventually we will need to setup a device cal for some workstations, so if setting up a device cal is different from setting up a user cal then let me know.
