Question Effects... Button Problems. (WinXP)

I hate to make my first post here a cry for help... I am having problems with the 'Effects...' button.

Right Click Desktop > Properties
'Appearance' Tab
'Effects...' Button

When I click the button it does nothing. Not even any hard drive activity.

I am using XP Home (SP2). I also have TweakUI installed. Any ideas whats up? I'm completly stumped on this one. If you need more information about the system or settings post it in this thread and i'll reply promptly. Thank you for any help you can offer.

what are you looking to do with the effects button? how long ago did this problem start? have you tried a restore to see if it brings back functionality to your effects button?

I first noticed it when I wanted to turn off the fade effects about a week ago (5-18-05). I have tried to restore back as far as I can go (about a month) with no luck. I am able get to the effects menu somewhere in the control panel. So its not like its extremely important but it is nice to have the GUI working properly.

Have you tried right-clicking My Computer>Properties click Advanced Tab. In the Performance Section click Settings then check/uncheck what boxes you wish.

Yes I have, When I said in the control panel, the place was acually where you said (properties of my computer). That way it works fine. I was just wanted all my buttons to work right.
