XP Home Shut Down Problem

Hi, I have been messing around for 2 days trying to get a new PC I have just built to power off after shut down. I scoured the BIOS thinking it was setup error and eventually changed the board and that one does the same. The second board I fitted was working perfectly in my own machine using XP Pro so I'm now guessing that it's a setting that I need to change in XP Home Edition.

Can anyone help?
