You can check your policies this way click Start> Control Panel > Administrative tools >Local security policy!!!
Check this as well Start > Control Panel > System > Hardware > Driver signing and check that isn't on Block mode!!! But before all of this check your system for malware!!! Checking Security for the Root of the Windows System Disk If the settings for the root (top level) folder of the Windows system partition (normally drive C) are incorrect, your PC will behave very unpredictably. This section describes how to check these settings. It is important to note that the settings for the root of the system partition are not the same as the settings for every other file or folder on it. Log on to CFS using your normal CFS account (you do not need any special privileges to view file permissions on your system). Locate your Windows system partition (normally drive C) in My Computer. Right-click on the icon to display Properties and click on the Security tab. As shown opposite, you should see three groups listed in the top pane of the window: Administrators (PC-Name\Administrators) SYSTEM Users (PC-Name\Users) Be sure to confirm that permissions are being granted to the group called Administrators and not to the specific user account called Administrator. Click on the Advanced button to display the Access Control Settings window. Check the Permissions tab first. You should see that the groups Administrators and SYSTEM have Full Control of the root of the partition. The group Users should have Read & Execute permissions. You should also quickly check the Owner tab of this window (this is not illustrated). The current owner should be listed as Administrators (PC-Name\Administrators)

Log on as THE administrator, not just as a user with admin privilege.
