computer cam, switching from cam to programs?

I don't know if this is possible, let's say I had a computer camera aimed at something outside, and I wanted to use another program, is there a program that will automatically switch over to the camera view every 5 minutes or so for 30 seconds or 1 minute then automatically go back to the first program?
Let me explain the whole deal, I have a laptop that I run a navigation program
on that I use on a boat, it is hooked to a GPS, it shows a navigation chart
with a small green target showing your exact location, I would like to add a camera showing the back deck and maybe one in the engine room. It would be nice if it could switch from camera to camera to navigation program automatically. Not sure if I posted this in the correct forum. Thanks
