Problems installing DX9c, cabinet file cannot be trusted?

I am having probs installing Directx 9c. I downloaded it from Microsoft but when I start the installation, and error box pops up and says " A cabinet file needed cannot be trusted" The window does not give a file name at all and installation fails onc eI hit ok on that error window.

Any idead, I'm running xp....

Are you doing the active install or did you download the full redistributable (34mb)?

it's the active install I belive, it's only like 308 kb sitting on my desktop.

same result

I get the same result after having tried to install that re-distributable version you gave me...

Any other ideas? When I unzipped that file, it came with some cab files, but I have no idea which cab file it isn't trusting....
