What happened? (Boot Help)

Well I have thisproblem with my #3 PC downstairs and I do not know what's up with it. I am going to have to lock-down that computer for now own so nobody in my family can mess around with it but it may not have been them.

Anyway, my problem is that it will not boot. The power has been going off in this house every 30 minutes and every dumbass in the house keeps turning the power back on and letting it go off again without seeing why. Well I am sure that did something to my computer. It gives me the options to go in safe mode, safe mode with c prompt, last known config, normal, etc. Then it gets to the XP pro screen with the load bar and gets to like the third bar and blue screen with some ocde comes up then shuits down and restarts. I am hoping the outages didn't fry something but if you guys can help me figure out what to do here I would be grateful.

What are the system specs?

What is the exact error message in the BSOD?

Is the power problem just in the house or is the grid going down?

Have you opened up the case to see if anything inside is fried?

If everything looks okay, maybe some Windows system files got corrupted. Maybe doing a WinXP Repair Install will get you going again.

Boom

alright the blue screen i talk about only pops up for like a quarter second then the comp shuts down and restarts again.

it is a house problem, nobody knows what the heck they are doing when a circuit goes so they just turn it all back on.

how will i know if something is fried because nothing of mine has ever fried. it is open so i need to know what to be looking for

I think some files are corrupted then so i have to use the dos recovery console registery editor i think but how do i get to it if i am going to use it.
