Fixing a friends laptop

Hi guys,
A friend of mine gave me his laptop to clean up, and after running avast antivirus, spybot, and ad-aware, I still have a problem I can't seem to solve (also not sure how well I can explain it). His desktop won't allow me to set a background, instead it just switches from a light grey to white background depending on whether or not the mouse hovers over it.
Also, I can't access the display properties by right klicking on the desktop. The right klick menu looks a bit weird, and when I select properties, I get a dialog showing that file://C:\\WINDOWS\desktop.html isn't available. I can access it by going to Control Panel > Display, but the background still won't change. These problems are not system wide, just one of the users has this.

So besides running antivirus and anti spyware programs, do you recommend I do anything else as far as diagnostics are concerned?

I would say that you have spyware for sure in my C:\\Windows\desktop.ini is the only one try this http://forum.pcmech.com/showthread.php?t=133827 !!!

Figured it out. Had to go into the display properties via the control panel, click Display>Desktop>Customize desktop>Web, and delete the "security" thing.
