no desktop items

I have a friend who let norton "remove unnecessary shortcuts". he ended up with no desktop items, no start menu (even with the windows key), and an invalid page fault in explorer.exe at startup. when I press ctrl-alt.-delete there is nothing in the menu. this happens even when starting in safemode.
I restored the registery to the earliest date, but the problem occurred before this....any ideas (other than fdisk) on how to solve this?

What operating system is it running?

You could try running a repair install to see if it restores to the previous condition, or if it is ME/XP you could try system restore.

I did a search for this topic and found a post that recommended an over the top installation of my os. I tried it and it solved the problem. I had to reinstall a half dozen programs but it was no big deal.
