You can get better help if you posted why you need it. There are many reasons for errors related to it, be as specific as you can, please.

MSOE.dll

Sorry, I didn't realize it had so many uses. It's for Outlook Express. I had downloaded a couple of programs, NikonView, Winzip, then I deleted them and when I tried to open OE I got the error message that the .dll was needed. I've looked in Windows Update, tucows, downloads.com, but can't find one that's free. Oh I downloaded a couple of programs that said that would repair and replace them for free but after they run their scam er scan, find 47 problems, then they want you to buy the product before they'll fix anything.

Pissed msoe.dll

That didn't work. You'd think finding AND installing a file like this wouldn't be so impossible.

What are you doing with the file?? Doesn't it just go in C:\Windows\System like normal!? Anything I've ever got off t'internet like that has worked for me...

Smile msoe.dll

I didn't see it in System. I don't think it downloaded. That link recommended I use ZipExpress or something which cost $20 so I just used WinZip. The only thing in the msoe file when I opened it was the read me folder.
Anyhow, I found the error was caused by the missing .wab file so I reinstalled OE and everything is still there and works except I have no address book. That'll be my next problem, finding reinstalling that .wab from somewhere into OE. That'll teach me not to back it up. I had GoBack on my system which has saved my bacon dozens of times but it picked yesterday for its trial version to expire.
Thanks to everyone for their help.

Look for a .wa~ file - that would be a backup.
