comp wont auto shut down after xp reinstall

I dont know if this is a problem with XP or something else but I have just replaced the hard drive on one of my computers and reinstalled XP on that drive. All went well and activation was no problem but now windows doesn't shut the computer down like it use to with the original hard drive installed.
I get the message that "Windows is now shutting down" and then a few seconds later I get the message "It is now safe to turn off your computer" and I have to turn off the computer manually. What do I do to make it shut down like before.

Control panel, power options - APM tab, check the box to use advanced power management.
