Directx 9 update disallowed

This old Compaq 5641 circa 2000 has win98 and directx 7. I tried to install directx 9, and after clicking "yes" to the microsoft contract agreement, I get a setup pop-up box that says: a cabinet file necessary for installation cannot be trusted........installation failed"
I tried a different source cd and got the same. What gives?

Thank you doctorgonzo for the heads-up. That old pc may be heading to charity. Too bad....... I already tripled the ram. I was then installing a cd burner, and the Nero OEM wouldn't load without dx9 in first.
I did find the official microsoft info particularly entertaining, as they suggest so many registry edits to attempt to make their own windows versions trust their own web site. Who would have guessed that primitive win98FE suffers the same paranoia as the later versions!
If I decide to try a fix and succeed, I'll post.
