Computer will not shut down

Running XP Sp2.
Has been ok for some time, must have screwed something up. If I try to restart that works fine. However if I click start-shut down it goes through the process and a blue screen appears with the arrow and just stops there. If I really want it off I need to pull the power plug, which I know is really bad.

Can any one offer any help on this?

Have tried that, did no good for me.
Have been reading a lot on this, but no answers yet. Seems like this is a pretty common thing with XP Sp2 a lot of people asking the same problem.
At the present I wait until the blue screen with saving your settings with the mouse arrow, the saving your settings goes off and then push the power on button for about 4/5 seconds then the computer will shutdown.
Certainly not a fix but it gets the computer off
