Error 1606

Tried to uninstall a program. I couldn't. Error came up: "Error 1606. Could not access Network location %USERPROFILE%\Recent." Went to MS Knowledge Base. None of the solutions were my problem. It did suggest I go to the registry and double-click on "Common Administrative Tools" to add a line. However, that statement is not in HKEY_LOCAL_MACHINE SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders. So, do I add "Common Administrative Tools" and then add the line MS tells me to? Will that tell my computer where the Network location %userprofile%\Recent is located so it may access it? Also, which option do I click on when adding those lines to the registry? My knowledge on some of this is limited.
