User Profile Setup

Is it possible to create a user profile without actually having to log in as that user on a Win XP machine? What I mean is if I open up the MMC and add the "Local Users and Groups" snap-in then create a user locally is there a way to then generate all the folders located in the "Documents and Settings" folder? Or is it necessary to log on as that new user to create the SID? I know this may sound like a crazy question but thought I would ask. Thanks.

Not that I know of. I think I understand why you are asking the question, though. At least I have a relevant issue.

We use Norton Ghost to image our machines, and on the ghost image we have a template user that contains all the necessary settings (desktop, start menu files, etc.) that each user will get. When I set up a new machine, I have to ghost it, log in as Administrator and create the new user account, log back out and log in again as the new user to create the folders and info, then log out and log in as the Administrator once again to copy the template profile over to the new user profile, then log in as the new user for the finishing touches. Lots of fun!

I have tried to skip the "log in as new user" step, copying the profile over immediately after creating the user, but that doesn't work.
