If you restore your itunes music database to your PC it'll will just compare the songs and you'll be ok. The songs have to exist on your PC to sync with the ipod. If you dont have the songs on your PC you can open the itunes preferences, click the ipod tab and choose to manage the ipod manually. If you have lost the songs from your PC you'll have to try to use a 3rd party app to copy the songs off of the ipod back onto your PC. www.ilounge.com has a listing of windows software for this purpose. Or you could enable disc use in the ipod preferences so it appears in windows explorer, enable show hidden files in windows explorer and drag the songs back yourself.

Oops, my mistake, the shuffle does not have a manual mode! it's treated as a playlist instead, a bit weird but I guess it's supposed to simplify the transfer process. You'll have to make sure the music files are on your computer and loaded into itunes (I'm assuming you have the music files and that it is your ipod) otherwise you just can't use the shuffle. It's piracy protection I guess. These are the Apple supported ways to transfer music, but all these assume the music is already on your PC
Using Autofill to add songs to your iPod shuffle With iTunes and your iPod shuffle, you can easily add songs using the Autofill button in iTunes. Just plug in your iPod shuffle, click the Autofill button, and watch as iTunes selects songs from your entire library or specific playlists. You can have Autofill add songs randomly, in order, or even choose your highest-rated songs. Manually adding or deleting songs Like any iPod, you can manually add or delete songs from your iPod shuffle. If you’re short on space you can select iPod shuffle in the source list and delete a few songs, then drag a few new songs from your iTunes Library to iPod shuffle. You will now be able to listen to these new songs on your iPod shuffle. Remember, when you delete songs from your iPod shuffle, you won’t delete these songs in iTunes. Replacing only a few songs with Autofill Sometimes you may not want to replace all the songs on your iPod shuffle using Autofill. Make sure the Replace all songs when Autofilling checkbox is deselected, then delete some songs from your iPod shuffle. Now when you click the Autofill button, your iPod shuffle will fill in just the amount of space that is available, leaving the songs you didn’t delete from iPod shuffle alone. One thing to note is this option only works with one computer at a time. If you take a partially filled iPod shuffle to another computer, this option will not work.
