documents lockout?

ok so i just got a new dell laptop. i am the admin on the system but for some resion i cant get access to the all users documents folder. normaly i wouldnt care but its keeping me from instaling some programs that i got the laptop for. is there anyway to fix this short of formating and reinstaling winxp home?

there is no short way for a formating and reinstaling of windows.

i'm sorry i guess i didnt make that clear. i'm not looking for a short way to format and reinstal. i'm looking for a way to unlock the folder without formating and reinstaling.
