problem while installing XP

When I was installing XP on my new build there was a fatal error and the process had to be cancelled. It turns out I got a bad XP CD, so I have one now that I know works for sure, but whenever I start up the new build it goes straight to where the old XP left off and says it's missing files. How do I start a new installation on this computer or is there a way to format the hard drive from bios or something? Any help is appreciated.

Boot from the new CD, press a key to boot from the CD when prompted. Follow the prompts to do a new installation up until it shows you that XP is already installed. Delete the partition XP is already installed on, create a new partition and start over with a fresh install.

You can make a bootable floppy disk that will wipe your hardrive. I am not sure which is the not reputable, but I have heard about killdisk and drive scubber.
