Disable the creation of a password in XP

How would you go about disabling the creation of a new password for a particular user. I would like to prevent a user from creating a password for themselves.

is this xp pro or xp home?

in xp pro right click on my computer and choose manage. go to local users and groups. highlight the user, right click and choose properites. and check the box that says user cannot change password and make sure password never expires is checked as well. click ok and your done make sure that there is no password currently set on the users profile
