Annoying certificate dialog box

When I go to some web sites, like paypal.com for example I get a dialog box that says "Security Alert". Further down it will show a couple of check marks and an exclamation mark. I'm assuming what is next to the check marks is all okay, but next to the exclamation mark it says "The security certificate has expired or is not yet valid." On the bottom there are 3 buttons. One for Yes, one for No, and one for View Certificate. Seems to me I should be able to simply click Yes once and the box should go away and I should be able to continue on with my business. But I have to click repeatedly to make the box go away. In addition to what I've already posted the box goes on to say "Information you exchange with this site cannot be viewed or changed by others. However, there is a problem with the site's security certificate." If I click on the View Certificate button it says:

Valid from 4/3/2005 to 4/27/2006

I don't recall having this problem in the past. At least not having to click the Yes button repeatedly.

If you have some info I'll try it.

I'm using Windows 2000 with IE SP 1.

is that windows 2000 SP4 with IE 6 SP1 try running windows update ad see if it will update some kind of certificates, it seems to me like it is either an option that can be set in IE or a problem with windows that is stoping it from caching security certificates... either way a re-install of IE or download of security updates would should see things right.
