can't close non responding apps

Ok, I have a norton antivirus running, and while adding new apps to its firewall to allow them to access the internet, it went Not-Responding, and usually when this happens I will open up task manager and end task, but even when I do that I get the end now, and then dont send message, and it remains open, tried like 30 times with no success.

I know that a restart will fix this, but thats the easy way out. How do a go about closing this app?

Note - this is actually the first time this has happend on this computer, usually on other comps when the same has happened to me I just restart.

The easy way out sounds like the smart way out to me. You could try ending task on explorer.exe and do a mini reboot..
