no need to get into the registry...
download TweakUI from Microsoft's Power Tools. Tweak UI Download once you launch it, click on Taskbar and Start Menu, then uncheck "Enable Ballon Tips" done. you can also use Tweak UI to get rid of a number of XP annoying things as well as clean up the XP interface. sean |

I built a new computer and installed the OS three days ago. I didn't bother disabling the balloons and I get none now. The irritating ones seem to stop after the first couple of days.

XP does seem like a Disney Production.....too many whistles and bells and bells for my personal taste. (and balloons, not ballons!) tweakui seemed the easiest resolve......... |

I don't think you'll want to completly disable them. The annoying ones will disappear after a short period of time, like patrick said. There might be a time when your network connection isn't working, or a device has become unplugged, or you're trying to connect a new device and need know if windows has detected it.
There are many annoying ballons as well as informative ones, I'd wait a week or so before you turn them off completly and see if they go away. I saw one the other day for the first time in months. It was because my ISP reset my address and I had to power cycle my router.
