Cannot reach OS

Hey, i've been having a big problem with my computer. Whenever i turn it on, it will take me straight to the Compaq screen, the one before it boots my XP OS, then will stop there, reboot and take me back to the same screen over and over. i've tried running in safe mode but nothing seems to work. just today i replaced the processor but i'm still getting the same thing, anybody know where my problem might be coming from?
