Does this boot disk exist?
Is there a boot disk that will boot up to windows XP, when you cannot get to windows even in safe mode?

No, there isn't. If you need to retrieve data from an NTFS volume when Windows won't boot, you can use a DOS disk with an NTFS reader or even Knoppix Linux. If you want to try to repair Windows, use the Repair Console on your Windows XP install CD.
