New HD
I'm adding a new hard drive (SATA) which I wish to use as my primary. My OS (WINxp) is loaded in the Primary EIDE. Can I load the OS directly on the new drive? will there be any problem (other than capacity) having the OS on two drives?

Why don't you just clone the old drive to the new one, then reformat the old one for storage? The downloadable setup software from the hard drive manufacturer will have a clone or copy drive utility if you run it from a bootable CD or a boot floppy.
