How do I control user rights on my XP PC?

I am new to XP so please forgive me if I ask stupid questions.

I have the only admin account on this PC... all others are set to limited.

When I install things they are showing up on my kids accounts... Can this be avoided?

How do I make the kids have less than read only? They have what seems to me like access to the control panel and HDD's.

I would also like it if I could limit their router use or password that function or some such?

This is XP Home if it matters. Full install all updates.

yes, you can install it on your "files only" witch is restricted in all the other users

you cant change that, everybody will have acess to the control pannel, just tell them not to play in it.

i dont quite understand what you mean, are you asking to, for example close their internet after 1/2 hour?

1) how do I do that?
2) Huh? 2 year olds don't understand any words that start with no.
3) I would like it so they have to ask permission and then I could type a password for them,

1) for exemple: my documents. every User in windows xp can acess the C: drive but every user have their own personal part.
2) Um, did you say that your letting your 2year old go on your pc? Ok im sorry i made a mistake, now that i think of it, there is a program that i know. the program is called "1st security agent" it lets you restrict users to access to Control Panel applets, disable Start Menu items, hide local and network drives, disable DOS, boot keys, Registry editing, taskbar, task manager, and network access, hide desktop icons, password-protect Windows and restrict users to running specific applications only
3) that is very possible with that same program
