Unhappy can't select individual icons to open programs

I am having a problem with trying to select a program to open from the icons on my desktop. If I click on one icon many icons are higlighted and if I double click they all open. In some instances the only one that does not open is the one I want to open. XP Home with all the latest upgrades. Microsoft wireless optical mouse 2.0. This also hapens if I go to the control panel. If I select the mouse icon all windows open. eg. add remove software ect.

Hmmm...got fresh batteries in that mouse? Run anti-virus and anti-spyware programs?
