There was never a downloadable SE upgrade - only Service Pack 1. The only way to upgrade 98 to 98SE is with a CD of 98SE which was never free.

Full version SE disks run about $40 (USD) on eBay. It's a little harder to find the Win98-to-Win98se only upgrade CD (which shouldn't be priced much higher than $20).
If all the Windows Updates are installed, the original Windows 98 is pretty similiar in terms of stability to Windows 98 Second Edition. There are several under-the-hood changes in 98se, though, which you must upgrade to acquire. Among these are: better software and hardware compatibility (notably a little better support for USB devices, while not great), and an improved System File Checker utility (fixed a bug in the 1st version). There's also a built-in Internet Connection Sharing (which I don't recommend in these days of inexpensive, more-secure hardware firewalls built into routers). . . . Gary [If your hardware is up to it: XP Home Ed. goes on sale now & then for $40-$50 via rebates at places like BestBuy and Circuit City = more commonly it's about $80] |
