Can't move quicklaunch toolbar

My quicklaunch toolbar has been acting kind of funny lately, a few times it wouldn't appear after restarting the computer and i would have to do some messing around to get it back. This including loging on/off, ending and starting explorer, or another restart. I've always kept my quick launch toolbar on the top of the screen so its seperate from the taskbar, well now all of a sudden when i drag it off it doesn't do anything it just says put. The whole taskbar will move from bottom to top to side, but the quicklaunch will not detach from it in any posistion. Does anyone have indea on how ot fix this aside from a nuke and pave, i can do that i guess but would rather not. I'm using Windows XP with service pack 2.

Have to ask - if you right click on the task bar, is it unlocked?

taskbar is unlocked
