Do you have tahoma.ttf in your fonts folder?

Addendum:
or for that matter, do you have Arial ? and Microsoft Sans Serif?

Try this:
(I'm assuming that your fonts are not corrupt and are working fine.)
Download the text file that I've put in and save it to your desktop.
Rename it to fonts.reg (make sure that you can view file extensions)
Now double click on it, it would ask if you want to merge contents to your registry. Say yes.

There is nothing destructive about this registry file, it is just changing your shell fonts back to Arial or Microsoft Sans Serif.

You may need to reboot to see any changes.
