Question my computer will not restart.

o/ i have been having this problem on-and-off. i go to my start menu and click restart. nothing happens. i see the hourglass symbol come up for about a tenth of a second, thats it. like i said this doesnt happen all of the time but lately it is happening more often than not. any suggestions would be appreciated

Does the shutdown work? Is it something that happens only with the restart?

sry stat i should have specified. shutdown does not work either. im not sure about suspend.. i never use it.
