XPh won't start in safe mode (normal boot OK)

i am in the process of trying to remove certain crapware and during the removal process i need to enter safe-mode.. but it just hangs when i try to..
occurs with safe mode, SM w/ networking, SM w/ command prompt.

(laptop ie OEM ie no 'repair' on XP cd)

what can i do?

What version of XP is it?
Can you borrow a copy of the exact same version? (ie Home with SP1 or Home with SP2 whatever)

XPh.. ie home.. sp2
i could perhaps 'borrow' a proper XP home sp2 CD.. but i'd be rather sceptical that it could mess things up majorly and would prefer not to if there is any alternative ?
