Why my windows XP can't enter safe mode?

I was trying to do some administrative maintenance to my comp and i need it done in safe mode. I rebooted then choosing safe mode, then windows loading all the drivers. After all the drivers were completely loaded, my comp restarted itself, doing it's usual boot up routine and finally offered boot options (safe mode, normal boot, etc) with a note that windows is sorry for the inconvenience, that it might due to hardware changes. I tried safe mode once again, still the same sequence like before, over and over. Historically I changed the hardware only one part of it, the vga card. It was an nvidia's, replaced with ATI's. No problems occured. Could it be the problem?

My system: P4 2.24 GHz; 512 MB; 2x40GB 7200 Maxtor; TEAC CDRW+Samsung CDROM; R9700pro (replacing GeF 4MX); Asus mobo VIA chipset. Windows XP pro SP1

Did you uninstall all of the Nvidia software after swapping the cards?
