Can't get to control panel

I can’t get to my control panel, every time I click on the control panel link on my start menu the outline of the window opens but then closes and leaves me at my desktop. No error messages or popup to notify me of any issues. I’m not sure how long this has been a problem seeing as I have not gone to the control panel in some time. I have tried getting to the control panel with all of the users on the pc and the same thing happens. I have had the same results when in safe mode. Any suggestions? Should I try a system restore?

You may have a virus causing that problem there..
