Windows XP cannot find anything.

I am working on a PC right now that has some "issues". The main problem that I can see right now is that Windows is reporting that it can not find most of the files you request. Windows is running, but if I try to launch MSN Messenger, Windows gives an error message stating that it can not find the executable file for MSN Messenger. Most of the programs on this PC show that error message when attempting to launch the application. Most of the time, the file fails to launch. Sometimes, the error mesage appears but the file/application continues to launch.

I have tried to install Adaware SE because I can see signs of an adaware problem, I believe I also need to find a registry cleaner (any recomendations?) and I will want to try to install AVG. However, so far the setup files I have found have not been able to launch.
