Computer Restarts before log on screen

My friends computer is messed up. Here is how he describes the problem:


Keep in mind this is copied from AIM, so forgive the grammar and spelling:

"theres a blue screen really quick and i think it has writing on it but you cant tell because its so fast and its like you cut the power over and over it keeps doing it and it restarts and says for some reason windows was not able to load and you can open in safe mode or normal it opens in safe mode but not normal it says you may have this problem if you recently installed new hardware or software we just got a new router... its the same as our old one though and it worked last night we did have a small power surge this morning i think that might have done something but im not sure"

Bring it up in safe mode and disable restart on error so he can READ the bluescreen and get clues.
