Having a problem getting into Safe Mode?

Just did a fresh reinstall of XP Home and tried getting into Safe Mode using the F8 key. Got the black screen with the message "keyboard failure" My keyboard works just fine. Anyone have an answer for this? I'm mainly interested in getting into Administrator function. Is there another way to gain that access or a program that'll do it instead? Thanks.

If it's a USB keyboard, might try switching to a PS2 type.

Yes, I have recently helped a client with an issue similar to that - he had a Compaq and was getting a keyboard failure after installing Service Pack 2 for XP home. He was using a USB type keyboard, so I suggested using a P/S2 style keyboard - worked like a charm.
