Problem in my windows account

I am having problem in my windows XP accounts, I have 2 admin accounts in my winxp,and I am not able to use Internet service in 1 account.
When I open the Webpage I get the messege of working offline. I have checked the TCP/IP settings in "My Network Places" and everything seems fine. I have also checked the connection settings in Internet Options and every thing seems fine their too.
I donot know why am I having this problem, please help me out.
Please note that I am using Internet Service through LAN and the IP address that I have assigned to the LAN card in this System was also assigned to another LAN card in another system. I hope this is not creating any problem ,Is it?
Also please let me know that can I freely use my admin accounts or do I have to create a user account to use windows.

Yes, this is a problem. You cannot have 2 machines on the same network with the same IP address. If the other machine is not in service, then you are okay.

I am not using the other Computer, I am using my new Computer and LAN cable is perfectly connected to this new Computer. I donot understand one thing, if internet service is running fine in 1 account then how come their is a problem when i run it in the other account?

My other question was that do I have to use my winxp from a user account or can I freely use it from my admin account?

You can certainly use it in your admin account. Just make sure you have a good firewall to prevent compromise from outside.
