CPU on steroides - WIN 2000

Whenever I click on any item, big or small, the CPU usage on the Task Manager > Performance jumps to 95-100 % usage and remains for several minutes. During this time nothing else functions very well and very slow. This can happen with most everything shut down (still 45 or so processes running).
Don't recall any changes that I have made recently.

Could be spyware taking unessecary CPU usage. Tried doing a spyware/virus scan?
