used operating systems

Hi I am looking at win 2000 or xp. I am building a cnc controlling PC. I see lots on ebay.
What are the dos and don’ts?
I think if xp has been previously installed it cannot be installed again?
Does 2000 work the same way.
What kind of questions should I be asking the sellers?

Installing an OS is not a "one-time" thing. Legally, you can move an OS installation to a different computer. So if for example, if PC A has Windows 2000, and you move that installation (with the same license) to PC B. it should still be legal. However with XP's activation, im not sure how it would take to that.

Given the complexities in Product Activation here are just some pointers for you (am sure there will be lots more):
a) Make sure that you are being given the ORIGINAL media and and CD key sticker along with the Certificate of Authenticity (avoid burnt CDs and other such home-made cases and stickers). If it comes to a dispute when activating your product, you at least hold original packaging
b) Brand name OEMs may not be installed on other systems .. also some OEM CDs look for the OEM BIOS' (for example, a Dell OEM CD may not be used on a non Dell system).
c) Frequently OEM CDs are marked NOT FOR RESALE .. and they are just that .. NOT FOR RESALE
The issue with buying used software was that you have no idea whether the seller has discontinued using the product. Product Activation allows the mfger to ensure that only one copy of the OS is in existence.

Ok, so no OEM just retail stuff.
Origional CD.
Has to have the origional key code.
Manual would be a nice feature.
Now what if it has been installed before? Will it reinstall on a diferent PC, and will updates be available for ether one?
Im not sure what the licience is for each, can ether be installed on two different machines. I will have a PC dedicated to the CNC machine only will do nothing else.
Sorry for the nube questions. Im realy not familiar with these legal isues.Thanks so much for your help.
