Accessing Fat32

If I create a file on an XP NTFS machine, put it on a disk or whatever, can that disk be read by an XP FAT32 machine? Or Visa-Versa?

Yes. Floppy disks are all FAT12. USB sticks are usually FAT16 or FAT32. Filesystems across a network are immaterial. XP can read hard drives that are NTFS, FAT32, or FAT16 regardless of what filesystem the system drive is.
